The limitation of words

What does the following statement mean to you: “Company X is very tactical.”

To me, this would mean a visionary road map, long term planning, getting systems and processes in place to ensure best possible chance of future success.

To others it could refer to the ability of the company to respond rapidly to opportunities to make money (often at the cost of proper planning and sustainable operational systems).
