The warning printed across these modular construction barriers says: "This is not a safety barrier". A funny illustration of futile denial?
Now I am guessing that (a) the phrase "safety barrier" have a specific meaning within the construction industry, and (b) this warning is required for liability protection purposes. Thus there is no real need to communicate better/clearer to the general public.
